« ANOTHER MESSAGE TO CONGRESS. SUPPRESSION OF GAMBLING. United Press Association— By Electrio Telegraph — Copyright • NEW YORK, April 10. President Roosevelt, in a special message to Congress, cites the view of Mr Bonaparte, the Attorney-General, regarding the circulation of periodicals advocating murder, arson and treason. He holds that this constitutes seditious libel, and is undoubtedly a crime at common law in the absence of a Federal statute. The Federal Courts., he states, have now jurisdiction, and the Postmaster will be instructed to exclude such publications from the mails, but further legislation by Congress is required. The message adds that, com* pared with the suppression of anarchism, every other question sinks into insignificance. EMPLOYERS 1 LIABILITY. The Senate at Washington has passed the Employers' Liability Bill.
