A committee of the Hague Conference approved of a preliminary agreement regulating the 'use of Submarine mines, the leading Powers making important reservsitions showing grave differences on points of vital importance. Germany, Russia, France and possibly the United States refuse precautions and modifications which Britain and Japan consider imperative.
