Following the main features of the Transvaal precedent, the letters patent will confer on Orangda a Legislative Council of eleven members nominated at first by the Governor, with the right to be converted into an elective body by the Legislature after four years; a.leo a.n Assembly of thirty-eight, of whom five will repTesent Bloemfontein. A Eenarate. Land Board: will be created for five yeans, "with sewurity for pensions to such officials in the Land for Settlement Department as are retained. a;ndi a liberal construction will be put •on settlers' rights. King Edward expresses his confidence that tihe inhabitants will increasingly enjoy the prosperity and contentment which has distinguMied Orangia in the patst. The newspapers hope that the risks will be minimised after Mr Louis Botha's speeches, and the fact that such a typical Afrikander as Mr Smuts has now drafted an Education Bill which has been welcomed by tihe whole of the Transvaal Prees. It eeeks to make- a thorough knowledge of the English, language universal and withdraws patronage from the separatist Dutch schools. Mr Smarts, at the Het Yolk Congress, remarked that education, had superseded the rifle ac the weapon of the Afrikander people.
