LICENSING COMMITTEES.

The Manawatu Licensing Committee yesterday postponed tho renewal of all the licenses for three, months to allow the. applicants to comply with the requisitions of the Public Health Department and the police. .RICCARTON. The annual meeting of the Riccarton Licensing Committee was held in the Riccarton Road Board Office at noon yesterday; present — Messrs H. W. Bishop, S.M. (chairman), P. Steward, C. E. Calcutt, A. Boyle and G. F. Gifkins. An application for the transfer of the license of the Belfast Hotol from Mr D. M. Marshal\ ijtti Barratt) was withdrawn, and the application for the renewal of the license was held over. The licenses of the following hotels were renewed: — Racecourse, Papanui, Bush Inn, Star, Phoenix, and Black Horse. In regard to tho Plough Hotel, Mr Colwlishaw applied for permission to hold over the rebuilding until after the next licensing poll. At a previous meeting of the committee the owners (Messrs Manning and Co.) had been instructed to rebuild, but were granted permission to hold over the matter until the close of tho Exhibition period. The chairman said that the proposal was a distinct breach of agreement, and he failed utterly to see why such an application should be made. Mr Cowlishaw said that tho building was an old. one, but it was sufficient for requirements, and if the rebuilding were allowed to stand ovor until after tho licensing poll, the owners would then be prepared to croct a much more substantial building than they felt inclined to erect now. The Chairman: Yon gave a distinct undertaking, which you are going back upon. Mr Cowlishaw : It is purely a matter of grace. The. Chairman : T don't think the question of grace touches tho matter. Mr Steward said that the committee should stand by tho agreement. After considering the matter, the committee decided that the application for renewal of the license of the Plough Hotel should be held over until the next quarterly meeting. The chairman said that the committee would not grant a renewal to tho house in its present condition. The owners would have to make satisfactory proposals for putting the house into proper condition.
