7 The Chambers supporting the resolutiori included Blackburn, Bristol, Burnley, .Derby, Dublin, Dundee, Croydon, j Halifax, Leith, Nottingham, Sheffield, Swansea, Madras and Walsall. Those ag_i_st included .Barhsley, Bradford, Manchester, Oldham, Sunderland, York, and the Chambers of Bengal and Bombay." The neutrals included London, Birmingham, Cardiff, Portsmouth and Warrington: , The Conference by a. large majority adopted a resolution advocating an Advisory Imperial Council to consider Im- . perial interests, especially promoting international trade. The "Daily Chronicle " states that the decision of the Congress of Chambers of Commerce represents an advanoe ia Mr Chamberlain's direction, but ap-parently/,pre-f*^faice' is only, pibt^ction under 'another name.
The "Times" states that the resolution is significant, > in view of the.recent elections. Apparently .Melbourne's and Sydney's neutrality is benevolent.
- The " Morning Post "~ says it is clear that the business men of the Empire endorse Chamberlainism.
