The opinion is expressed in shipping circles that the Navigation Commission, in accepting practically the only voluntary evidence offered, has heard only one side of the question. While it is admitted that legislation is necessary in some of the directions indicated in the report, especially as regards "crimping," the consensus. of opinion is that, if the recommendation be carried into force, it will further harass ti-add.
