It is reported that a proposal is afoot to establish a German penal settlement on tho Admiralty Islands. Long-term prisoners are to be sent from Germany, and on completing their sentences will be given grants of lands to enable them to become colonists. The residents of the German archipelago a-re strongly opposed to the proposal, and a representative public meeting has decided to forward ,a protest to the German Government. N
