LEGALITY OF WILLIS'S ARREST. United Press Association— By Electric Telegraph— Copyright. (Received July 21, 10.20 a.m.) SYDNEY, July 21. During the debate on the Bill to extend the powers cf the Land Commission, the Minister of Lands .referred to the arrest of Willis when the latter was leaving Australia. The Minister said he had consulted the President of the Commission to see whether Willis could legally be prevented from leaving. The Judge, in reply, expressed the opinion that the proceedings of the Commission till now had disclosed no criminal offence.
