German publicists and leading men openly admit that the Kaiser's Moroccan campaign was designed to break the Anglo-French entente and impress the Sultan of Turkey with the idea that he waß the protector of the Mussulman world, and strong enough to safeguard the integrity of tho Ottoman Empire, even against Russian ambitions. German's frankness is not eliciting much sympathy in France.
