The branch of the Chinese Empire Reform Association here has received from America particular! which led up to the action at Tientsin It appears that while negotiations wen in progress for a commercial treaty be tween China and America, the lattei proposed to enact a law refusing Chinese merchants the right to conduct business in the States. Th< Chinese Ambassador thereupon refused to sign the treaty. America sent c special mission to Pekin to get th( treaty signed, and the result is thai united action is being taken by th< Chinese to urge their Government noi to sign.
