Representatives of thirty-four Zemst- j vos, in defiance of the authorities, assembled in Moscow and secretly formulated a Charter of Liberties. The extreme Conservatives of Russia have formed a secret Terrorist Committee to organise' hooligan attacks on the Intellectuals. A man arrested at Odessa was found to have in his possession a bomb, and a secret store of arms was discovered. The wealthy Noncomfonnists of Moscow subscribed beforehand several hundred ittillion roubles for the war fund, in return for the relief granted them from civil disabilities.
