(Received February 24, 8.33 a.m.) ST PETERSBURG, February 23. The public of Moscow are callous regarding the murder of Grand Duke Sergius. All the theatres and restaurants are in full swing, and there is no pretence of regretAll traffic on the Vienna-Warsaw Railway has been suspended. An attempt to utilise, military stokers was abandoned after four engines had been ruined. The strikers insist on an eight hours' day and higher wages. A general strike on the Yistula-St Petersburg Railway is hourly expected. The rioters at Warsaw assailed five factories to-day, and compelled the workmen to leave. Troops were summoned and fired on the strikers, and the police arrested many, but the menaces of the crowd compelled their release. Owing to the anarchial condition of Batoum the Messageries-Maritimes, Austrian Lloyds and the Campagnie Paquet steamers will not call until the Government is able to ensure commercial security.
