The report of the examination into the cause pf the submarine disaster suggests that the explosion was due tp a bi^leak in the petrol tank, the packing of which was totally unfit to bear the strain. THE VIRGINIA MINE EXPLOSION. NEW YORK, February 22. There were 116 victims of the Virginia mine explosion. (An explosion of gas occurred in the Alabama Steel and Wire Company | Virginia mines. Ono hundred and seven men were reported to have perished, and many others were enr tombed.) AMERICAN RAILWAY RATES. In tke Senate Mr Elkins announced that there would be no railway rate legislation this year.
