' - i The commander of the gunboat Rechitelni, who was interned at Shanghai, has escaped to Wusung. It is 'believed he is voyaging in a German steamer to Russia. The disturbances amongst the reservkte in Russia are due to the men not receiving their pay, and to necessary provisions not being supplied. -Thirty thoiwaad men are bivouacking in open fields at Novorodonisk in a deplorable condition, owing to the want of food' and clothes, and there is much bloodshed in various places.
