The " Times " says thai the presentation of the North Sea case and the. reception given to the findings of the commission will afford opportunities' for the exercise of faith or bad. The success or . failure' of the experiment, whereon words of confidence and much of the pacific £lams may hang, dtepends almost absolutely on the mutual uprightness of the parties. The earn© journal declares that, though no longer acute t the situation demands vigilant care to avoid dangerous developments. The country will insist on satisfaction without waiting indefinitely. The Hon L. W. Rothsohild, M.P. for Ayleebury, speaking at Naphill, said that the crisis was not over, because if the result of the inquiry was equivocal or unsatisfactory to the Powers concerned, yrax may ensue. A large meeting at Hamburg protested against the Russians' brutal action in the North Sea, and censured the cowardly abandonment of the trawlers, and expressed a hope that Britain would exact reparation for the murder. A Cabinet Council was held yesterday in* connection with the negotiations. It dealt with the procedure, the scope and the powers of the international commission of inquiry, and the preliminary convention which Russia is arranging. It is hoped /that the commission will comprise jurists of neutral nationality, *id«d by naval experts. The King summoned Mr Balfour prior to the^ Council meeting, and Lord Lansdowne afterwards. .
