(Reoeived January 29, 8.42 a.m.) ST PETERSBURG, January 28. M. Plancon's recent interview is semiofficially denied at St Petersburg. (A London cable message of January 20 said M. Plancon, the former Russian Charge d' Affaires at Pekin, informed the "Daily Mail's " correspondent at Port Arthur that America's action in making a treaty with - China under existing circumstances, without Russia's knowledge or consent, was unfriendly and undiplomatic. Russia would not open Mukden or Antung, and would not allow consuls under the present regime.)
