BOTH PARTIES SEEKING LOANS. NEW YORK, December 20. The Japanese representatives recently conferred With New York bankers with regard to the iaktie of a loan, 'but without result. The. representatives did not hide the possibility of the loan being required 1 forwar purpdses. Russia was also unsuccessful in her Negotiations for a loan in the United States. The American bahkers consider that domestic financial needs render fresh foreign loans impracticable.
