« RECEPTION OF LORD MILNER. United Press Association — By Electrio Te legraph — Copyrigh t. (Received December 21, 9.9 a.m.) CAPE TOWN, December 20. Lord Milner arrived at Johannesburg yesterday, and was sriven an enthusiastic reception. He was presented with addresses at most towns in tive Transvaal. SeVen thousand people attended a welcome to him at Wanderers' Hall. In the course of a speech Lord Milner said he did not intend to resign during a period of rough weather. The present was the first occasion, to any popular extent, that local bodies nad acted together, and he regarded it as a milestone upon the road to a self-governing constitution.
