Lord Milner arrived at Johannesburg yesterday, and was sriven an enthusiastic reception. He was presented with addresses at most towns in tive Transvaal. SeVen thousand people attended a welcome to him at Wanderers' Hall. In the course of a speech Lord Milner said he did not intend to resign during a period of rough weather. The present was the first occasion, to any popular extent, that local bodies nad acted together, and he regarded it as a milestone upon the road to a self-governing constitution.
