Twenty-four persons were killed, including ihe captain, iwo officers, six of the crew and a number of passengers. The mails for conveyance by the Voskopu were, twenty-four hours late in arriving. Had she started to time the explosion would have occurred at Constantinople.) SaHors from the. despatch boats have been landed 'to protect the Embassies. The Porte promised to Russia the dismissal of twenty-four officials f or malp&ctice, nine were dismissed, three promoted and some transferred elsewhere. ;
