AS IT AFFECTS SEAMEN. United Preaa A*»oci»tion— By El«otrio Telegraph— Copyright (Received September 3, 9.59 a.m.) MELBOURNE, September 3. Sir E. Barton, replying to the protest of the secretary of the Trades Council against the exclusion of teamen who are public employees from the scope of the Arbitration Bill, wrote that there is widespread misapprehension in regard to the Seamen Bill, which arpplies to all Australian and British ships trading solely between places in Australia. The crews have full liberty to take advantage of its provisions. The position in regard to foreign or British ships, whose voyage begins or ends outside the Commonwealth, is very difierentj and he contends that the conditions regulating them should be embodied in a Bill dealing with, navigation | amd, though there is no hope of passing such a Bill this session, he will endeavour to secure its passage as early as possible in the next Parliament.
