In the House of Lords, the Eaxl of Meath asked for the appointment 'of ai Royal Commission to inquire into the causes of the deterioration of the physique of-tb* working classes. The Bishop of Ripon declared that th«i aecline of the birth-rate was alarming. Already there was a shortage of 1,100,000 children. He added that similar cause* were operating in Canada and Australia. The Duke of Devonshire admitted tfoatJ an inquiry was necessary, though he en pressed a doubt regarding the ■deterioration of the urban "operatives. After consulting the medical profession the Government would consider the desirableness of appoint* ing a commission of inquiry.
