THE CAPE OUTLOOK.
tJcitflct Press Assodation— By E led trio trslcgßiuph"-Oopyright. A PROGRESSIVE VIEW. (Received Feb. 21, 8.60 a.m.) CAPE TOWN, Feb. 20. A meeting of progressives a£ Cape Town condemned the Bond proposal fbr a coalition Ministry -on the ground that tha Bond would contfol a Stopgap Ministry until the expiration of the rebel disfranohisement. Moreover, a coalition would not solve the race difficulty. The announcement by the " Cape Argus" that Cape Colony would possibly contribute five millions towards the expenses of the war is new to tha majority of tha pro* gressivea, although it has been privately discussed in Dutch circles. Leading* progressives, on being interviewed, expressed themselves willing thafc this amount should be contributed, and added that there ought not to be a bargain between Mr Chamber* lain and the Bond. Something beyond money was required to prove Dutch loyalty. If the mouey were spent on. Imperial garrisons and on the reinstatement of everyone who had been boycotted they would believe the sincerity of the Dutch.
