The consensus of opinion among the New York newspaper correspondents is that the 'hitch in the Venezuelan settlement negotiations is somehow attributable to Britain. The leading American organs, in outspoken articles, describe the Bjitish Government as pro-German. The Government is accused of failing to understand 'how much this Venezuelan money is costing.it. • The "Times," commenting on Mr Bow-an's latest offers, .states that the relief to both countries will be hearty and profound if the offer is approved, and "President Castro frees us from the obligation of continuing methods of compulsion." The "Times" also expresses a hope that the sudden wave of feeling in the American newspapers will quickly subside with the knowledge that Britain's conscience is clear.
