(Received Oct. 28, 9.36 a.m.) CAPE TOWN; Oct. 27; Speaking afc a banquet at Johannesburg, Sir Arthur LaWley announced that the difficulty of supplying fourghers with feeed! had •been overcome. Oufc of forty thousand repatriated Boers none had returned! to the Concentration camps. Thirteen thousand cattle had been distributed and twenty thousand mere would he distributed! by December. This was in addition to nine thousand horses and many mules and donkeys. Lord Milner stated that the Government had no intention of placing burdens on the Transvaal which would prevent or delay the progress of the colony. The Government aimed 1 afc free trade throughout Soiith Africa.
