The Royal Commission appointed to enquire into the shipping charges at the port of London recommends that a single authority, consisting of nominated and elected - members, should control 'tbe port, aid should supersede the Thames Conservancy Board, Trinity House, the Waterman's Company, and other bodies exercising authority over the river. The new authority, the Commission recommends, ehonld purchase docks and warehouses, for sale or ; lease, and spend in teu' years two and a half millions in improving the gates, and four and a half millions in improving the docks themselves, Tbe London County Council, or the city, should be Jargely represented on the Board, on their -furnishing oapital for river improvement, and guaranteeing the interest on port stock issued to the shareholders of 'dock companies. Tbe Commission further recommends a uniform charge of one shilling per ton on all ships, and that additional revenue should be raised by due 4 on goods landed. - . ■ • II I ■ « . mmmm,
