In eariy -life he became associated with political reforms ancl trade unionism. He formed the International Federation of Ship, Dock and 'Riverside Workers, and became its first president. In connection with the irork of: organising lie was arrested in Hamburg in November, 1896, and- was expelled from Paris in May, 1897. After the formation of tae Independent Labour Party he was made -general secretary, and he has contested three. Parliamentary vacancies. He is constantly lecturing and writing for the International Socialist • Movement, now spreading from the States across Europe aaid Asia, as far even, as Japan. As an orator his lecturing in the cities of England has imparted new vigour into the reform movement. '
