An agreement mad© 'between Russia and a Tartar general at Kirin in March, 1901, giving Russia and China exclusive mining rights in Manchuria,' is still unratified by the Chinese Government. Baron Lessar, the 'Russian Ambassador to China, declares that the Anglo-Japanese treaty will not alter Russia's plans in re-ga-rd to China. Russia does not d«sira privileges greater than those of the other powers. She will undeviatingly follow her settled policy. . -..'. Korea, at. the instance of Russia, has agreed! not to lease or grant any State, company or individual the Island of Kojedo or the shore opposite, thence to Chemulpo. (
