Of the Scottish Liberal Commoners fifteen follow Sir Henry Campbell-Bannerman. and twelve Lord Rosebery, and six. are doubtful. - Earl Selbourne, the First Lord of the Admirailty, speaking at Oxford, welcomed 1 Lord Rosebery's conversion to Unionism, but said his inquiry into the Army contracts, and other matters while the war was proceeding would, interfere -with , the operations and the efficiency of the Army.
