In the House of Commons-, during the discussion on the Procedure Bill, ■* Sir Henry Campbell-Banmerman. and Sir W. V. Harcourt contended that the punishments provided* -were too drastic, and especially adamed at the Naltiomalietia. The dnsistience on atpology was humiliating, immoral and unneotesary. Mr Balfour and Mr Chamberlain denied' that the clanee© referring to punishmieats were aimed 1 at Natdoaialssts. It ■was framed against offences, not individuals.
