* [Per Press Association.] INVERCARGILL, April 12. A petition is in circulation here, and is being rapidly signed, to demand that the Mayor shoufd submit a proposal to a poll of ratepayers for the adoption of rating on unimproved values. The proposal when submitted three years ago was defeated through the requisite number of ratepayers not going to the poll. The present action is due to the amending Acfc of last session, which enables a bare majority to settle the question. Petitions asking that the provisions of the Rating <on Unimproved Value Act should be brought into operation in the Avon Road District and the Borough of New Brighton are in circulation. All* the petitions are being largely signed.
