The "Times" correspondent at Pekin reports that the Powers consider the present a favourable opportunity of $ securing the recognition of Manchuria as an integral i part of China. The Foreign Minister* accordingly are making arrangements to include the desired recognition of Manchuria's position in the general settlement of the Chinese difficulty.
