SPASMODIC EFFORTS.
That efforts to enforce the prohibitory law are only made spasmodically, was generally admitted by witnesses who gave evidence before the Royal Commission. In their report the Commissioners state that " in Kansas, as elsewhere, the prohibition question is made an inane between different political parties. Mr Trontman, an officer of the State Temperance Union, admits " it has been political contest more or less from the day of its adoption to the present time." Mr Overmeyer considered " the worst feature of the law consists in the spasmodic attempts made to enforce it This year is an off year, and it is being very rigorously enforced, but next year, when the elections come on and when the political parties bid for the support of those interested in the sale of liquors, these efforts will be relaxed, and the old state of' things will retnin:.
