WHY THE BOERS ARE PROCRASTINATING.

The opinion formed in Natal and Cape Colony that the Boers are procrastinating until the rairty season sets in is very feasible. During the winter months there is no grass on the veldt, and consequently no feed for the horses. The Boers do not carry forage — in fact, their transport arrangements are of the simplest, and they rely upon the veldt to keep their horses supplied with food. Directly the rainy season sets in the veldt is immediately covered with ample pasturage. Spring is just commencing, and within the next couple of months there will probably be an abundant rainfall. ; It will be remembered that the Boers chose the end of the year to commence their last war of independence, the chief reason for that season having been chosen being the same that is now adduced as being to a great extent the cause of their present policy of endless dehiy.
