THE TRANSVAAL AND THE PEACE
CONFERENCE. It was recently reported in a cablegram that the Dutch Minster at- St IV.rsburg had been reprimanded and recalled, because he had stated that the Transvaal Republic was not invited to send a representative to the Hague Peace Conference, because Great Britain objected. A London telegram in the " Cape Times" of May 4 gives the following explanation of the circumstances : — ■ " Mynheer W. H. de Beaufort, the Netherlands Premier and Foreign Minister, has explained that before the invitation list to the Peace Conference was closed he instructed the Dutch Minister at St Petersburg to make private inquiry of the Russian Government re-pecting the position of the South 'African Republic at the Conference. The reply given by the Russian Government; had convinced him that the international position would b-* seriously disturbed if the Transvaal Government were invited to send a representative to the Conference. Accordingly, he had suggested that neither the Orange Free State nor South African Republic should.be invited to be represented at the Conference."
