RAILWAY CONCESSIONS. ( FURTHER RUSSIAN DEMANDS. United Press Association — By Electric Telegraph— Copyright. PEKIN, May 30. The Russo-Chinese Bank is negotiating for the extension of the Chengting-Tiuenfu railway to Saingfu, which possibly will be the future capital. M. De Giers wanted the Tsuno■Li Yamen not to grant a concession for a railway from the south, to Taiuenfu without first obtaining the consent of Russia. Tliis Request was made in the face of the fact that a British syndicate had already announced Its intention to construct that railway. • LONDON, May 30. The " Times " says that Russia is attempting to throttle British enterprise everywhere north of the Yangtze watershed.
