PROPOSALS OF THE SENATE. United Press Association — By Electrio Telegraph — Copyright. WASHINGTON, Dec. 16. Senator Chaffery has introduced a substitute Nicaraguan Bill. The Senate proposes to negotiate for the repeal of the Bulwer-Clayton Treaty, cancel the existing concessions at a cost of five million dollars, purchase territorial rights for a million dollars, and construct the canal for one hundred and forty million dollars.
