THE DISARMAMENT PROPOSAL.

Mr Reid, the Premier of New South Wales, during' the course of an interview with the " Sunday Times," made the following observations upon the Czar's peace proposals: — " Whatever may be the motive, and that is a mystery, the fact itself of snch a proposal being made is one of the greatest events of modern history, and must, whether immediately operative ov not, give an immense impetus to those influences which make for peace and the advantage of humanity. It is one of the most striking evidences of the growth of civilisation and humane feeling which the world has 'had an opportunity of studying. Coming from what was supposed to be a semi-barbarous Power, the effect is , infinitely enhanced. It ma-v be statecraft,

but it seems to me it must have an immense and lasting effect for good. It takes the sting out of tbe Eastern question, and clears the atmosphere in China, unless it be followed by some step at variance with the pronouncement, which I do not believe will happen. I believe the young Emperor of Russia is one of the best that country has had, not only for the interests of tliat country, but for all mankind, a statement thft h?i not often been applicable^ tb> a Russian Czar."
