Edham Pasha pleads inability to execute the demands. : CONSTANTINOPLE, Sept. 14. The Porte has issued a circular to the Powers refusing to withdraw the Turkish troops and Bashi Bazouks from Candia. It has, however, undertaken to disarm the Mussulmans on condition that their weapons are handed to the Turkish authorities.
