THE ESSENCE OF PARLIAMENT.
The Inebriates Institutions .Bill and Compunies Winding-up Bill passed their final stages in the Legislative Council yesterday. In the House of Representatives, tlie M'Lean Light Locomotives Bill was again referred back t<. the Private Bills Committee. The Speaker ruled that this Bill, which is a private measure, could not be converted into a public Bill. Questions were answered by Ministers, and the House resumed consideration of the General Estimates.
