The Government Advances to Settlers Act Amendment Bill and Inebriates'lnstitutions Bill weie read a second time, the lattar, -which the Minister of Education stated had been made a Government meajrare, meeting with general apjproval, though •' a fear was expressed that it would lead to a much larger expenditure than was anticipated. I The Council rose at 4.40 p.m.
