A Reuter's telegram Rtates that China will open Fuming Fu, near ■ Foochow, as a treaty port, but will retain sovereign rights at Port | Arthur and Talien wan, both of which will be open to warships of all nations. Kiuchan will remain in the I hands of the Chinese. Russia, how- | ever, will establish a small station in its environs. Beceived March 29, 10 a.m. , HONG KONG, March 28. The Russian flag has. been hoisted at Fort Arthur and Talienwan, and the Chinese forces have withdrawn from these positions. : H.M.S. Barfleur, which recently joined the China squadron, is proceeding to Nagasaki, Japan. ST PETEESBUEG, March 28. The Russian-Volunteer fleet, which lately left the Baltic for Vladivoßtock, is returning to Russia. PARIS, March 28. M. Hanotaui states that the chief demands made from China on behalf of France are with the view of ensuring the security of the Indo-Chinese territory. The first results of the demands, M. Hanotaux adds, give a good augury of success.
