A despatch from China states that Li Hung Chang induced the Tsung Li Yamen to grant the Manchurian railway being constructed by Russia, and access to Port Arthur, Talienwan and Kinchow. There are twenty British warships at Chefoo, a treaty port of China.
A cablegram was received from Adelaide last night stating that theßahamo route to China is interrupted beyond the British frontier, between Tingyuch and Youngchan.
