Tbe Herald states that Sir Julius Pauncefote conveyed the Queen'B meeeage of sympathy to President M'Kinley in his efforts to relieve the distress in Cuba. It expresses the hope that war will be averted. President M'Kinley returned thanks, and hoped tbat it would be possible to avert war. | Feeling in the States is increasingly favourable to Great Britain. Some newspapers discuss the desirableness of rorming an alliance between America, Great Britain and Japan. ST PETERSBURG, March 11. Several Russian bluejackets have been arrested at Sebastopol for assaulting Mr Cooke, the British Acting-Consul in that town. The Governor expressed his regret for the assault. Beceived March 12, 1t.45 a.m. LONDON, March 11. The Standard states tbat, with the exception of Austria and Germany, all the Powers have assured America that they will remain neutral in the event of war with Spain.
