' The Emperor, in recognition of the diplomatic bervice rendered by Herr Von Bulow, German Foreign" Secretary, in connection with the acquisition of the Chinese port of Kiao-chau, has bestowed the Order of the Red Eagle upon him. [Herr von Bulow till recently held the post of German Ambassador at Eome, but was recalled by the Emperor to succeed Baron Marschall von Bieberstein as Secretary of State for Foreign Affairs. Herr von BuloW, as then described by the Berlin correspondent of the Daily News, "is a ' man of the world, and a diplomatist par excellence. He is extremely amiable, ancl an admirable causemk whose brilliant conversation, however, always reminds one of Talleyrand's aphorism about the purpose of language. One never forgets for a moment that one is speaking to ■ a very ' cute ' man, . People who pretend to know him say he was no great dialectician or parliamentary speaker. This I refuse to believe, and I have even gained a contrary impression. But be this as it may, he will ' fill his position in Parliament well, private negotiation, as matters stand there, being oftener of greater importance than fine speeches. The new Secretary, who, for the time being, is a great favourite with the Emperor, is in many quarters regarded as Prince Hohenlohe's successor, and if hu has not already become so, it is thought due to his own endeavours. A Reuter'n message states that China refused .a Russian loan, and that negotiations are proceeding withEngland. Many newspapers support obtaining the raonevfrom England. The Right Hon H. Chaplin, President of the Local Government Board, speaking at Lincoln, said that the Government was keenly alive to its paramount interests in China. Lord iSali&bury would leave nothing undone to secure British interests. Two torpedo-boat destroyers have joined the I phigenia and Immortalito at Port Arthur.
