[Pkr Press Association.] THE FEDERATION BILL. SYDNEY, Mat 13. In the Assembly the debate on the Federation Bill was adjourned for a week. Much difference of opinion exists with regard to procedure. The Attorney-General holds that the Federal Enabling Bill does not permit each House to formulate amendments. He contends that the word "Legislature" in the Bill implies that amendments must be agreed to by both Houses. Messrs Barton and O'Connor support this view. The former is not aware Of any occasion on which the ttrm "Legislature" has been used under the statute law to indicate the two Houses acting separately. Mr Isaacs, the Victorian Attorney-General, differs. He considers that the word'does not mean the Legislature as defined under the existing constitutions, and that the Bill does not provide for ordinary procedure on the first, second and third readings, or for obtaining the assent of the Government. PRESBYTERIAN ASSEMBLY. The Presbyterian Assembly decided against women occuping seats on the Committees of Management by 38 votes to 24." OBITUARY. MELBOURNE, Mat 13. The Bishop atteads the Lambeth Conference.
