The Right Hon Fordell Phillips, Lord Mayor of London, has declineto open an Indian famine reliei fund until he has been requested by the Grovernment to take such steps.

CALCUTTA, Dec. 31. The Indian National Conference has had under discussion the famine now prevailing in India, and declare that it is due to poverty, which is the result of. many years' excessive taxation aud over assessment, coupled with.expensive governmental administration. The conference further resolved to cable to Lord George Hamilton, Secretary of State for India, asking him to permit the public to contribute to the fund for the relief of the sufferers.
