PROPOSED COERCION. TPer Press Association?! " CONSTANTINOPLE, Dec. 2. The Porte has agreed to the tentative employment of foreign officers in the Cretan military. VIENNA, Dec. 2. The Neve Freie Presse states that Great Britain has proposed a new programme with respect to Turkish reforms, which suggests that coercive measures shall be adopted to compel their execution. The paper adds that Austria, Germany and Italy are included among the Powers to take action, and that they have approved the programme. Russia is said to be hesitating about the adoption of coercion, but will not separate from the concert of other Powers.
