THE HAMBURG- DOCKERS' STRIKE. STORMY^ SCENES. [Per Press Association.] BEELIN, Nov. 30. The German Courts have been directed to deal rigorously with foreigners who are found guilty of fomenting strikes. HAMBUEG, Deo. 1. The Chief of the Police, the Presi- X dent of the Municipality, and the Chairman of the Trades Court are proposed as members of a Court of Arbitration to consider the strike. In addition to those mentioned, it is proposed that four delegates from the employers, and a similar number of workers, should have seats on the Board. At present 13,000 men are idle, and the strike pay is only sufficient to last four weeks. Many stormy scenes have occurred, in which the wives of those, on strike have taken part, and the police had to interfere with drawn swords. The strike is extending, and the river engineers have joined it.
