TPer Pkess Association.! WELLINGTON, June 5. The following limits within which small steamers will be allowed to ply have been adopted by the Government : — One, river or smooth water limit ; two, extended river or partially smooth water limit, and, lastly, the extreme limit, where the water is a little rough. In the first two limits, masters and engineers holding river certificates will be allowed to serve in vessels, but for all those that ply within the extreme limits the officers will be required to hold sea-going certificates. In order to prevent hardships, masters and , engineers with river certificates who have hitherto been allowed to serve within the extreme limits will not be interfered with, and the regulations as to certificates will only apply to new masters and engineers. According to the present opinion of Ministers, ,the general election will be held about the beginning of December. Sergeant Kiely, of Masterton, Detective Neill and Constable F. Johnston of Wellington, will leave on Monday for Sydney, to bring back Kirby and Bas3ett.
