The Spanish Government has apologised for the stoning of the American Consulate at Barcelona, and offered to make reparation. i PARIS, March 2. ; The French newspapers censure the action of the United States Senate, and urge Spain to resist the demand for the extension of belligerent rights to the Cubans. i WASHINGTON, March 2. j The Senate has sanctioned an increase of the navy by a thousand men, and in' the event of emergency to mobilise naval militia, also to charter transports. I ! Tbe House almost unanimously favoured the Senate's movement with regard to Cuba. » « • NEW YOKE, March 3.
